Development Plan

Through monthly meetings, incorporating in community data, new information learned from the Minnesota Family Resource Center Network, and local family feedback, the Core Team has determined to work towards a hub and spoke model of strengthened partnerships.


The goal is to add capacity through the additional staff outlined below and strengthened partnerships to ensure family centered access, seamless referrals, and increased

engagement at family strengthening and support programs and events.

Partner Roles and Responsibilities

Clay County Social Services: Lead partner and Fiscal host (no match required)

Collaborative Discussion Makers

  • Includes Clay County Social Services, CAPLP, Clay County Restorative Justice, Rape and Abuse Crisis Center,  Moorhead Area Public Schools, Moorhead Adult Basic Education, University of Minnesota Extension, Indigenous Legacy Foundation, Immigrant Development Center, Cultural Diversity Resources, Moorhead Public Library, ARC of Minnesota Family Advisory Board, REACH


(FAB): Advisors and Family Engagement Support

  • 7 to 9 person advisory board made of diverse family members throughout Clay County. Applications for new members will be advertise as there are openings.


CAPLP: Contracted Partner for FAB Coordination and FRC Community Outreach Coordinator


Creating Community Consulting: FRC Partner Coordination and Technical Assistance


FRC Partners: All family serving organizations, groups, and agencies. These will be the partners helping to strengthen warm handoffs and referrals and supporting increased family strengthening activities and programs.

Clay County received two grants to support the launch of this initiative: State of Minnesota Community Resource Center Grant and Sauer Family Foundation Grant. This funding covers most program expenses through June 2027.


Added capacity would come through funding secured collectively and through the three identified roles:


1 FTE Community Outreach Coordinator

  • Provide access to information and supportive programming for families 
  • Provide aid in applying for and referrals to relevant services with warm referrals or handoffs when applicable
  • Distribute flexible funding where needed
  • Regularly provide access to navigation and services nights and weekends 
  • Provide or have partnerships to support culturally relevant and appropriate programs and referrals to programming for the communities being served


1 FTE Family Advisory Board (FAB) Coordinator

  • A developed plan for incorporating parent voice into continuous improvement of navigation and service provision
  • Facilitates monthly FAB Meets
  • Supports FAB engagement in community solution building and leadership development
  • Provide Outreach Support for Community Outreach Coordinator


.5 FTE FRC Partner Coordinator

  • Keeps all partners focused on unified goals and vision of FRC
  • Onboards new partners
  • Facilitates monthly Core Team to co-develop calendar of activities, identify opportunities to fill gaps in current services, and how to incorporate FAB Feedback in continuous improvement efforts
